The changes in the governmental system of the Russian Federation have enabled modifications and improvements to the adult and continuing education system. This paper presents an example of this in the creation of mixed educational institutions involving government, non-government, industrial and commercial agencies. These cooperative ventures have influenced the policy environment of adult continuing education. The International Centre of Educational Systems (ICES) has been involved in the development of a Multimedia Technical and Vocational Educational Centre in cooperation with government and non-government agencies. This development is used as an example to illustrate the potential to create mixed educational institutions. The paper begins with a profile of the ICES including its coordinating role for UNEVOC in the Russian Federation. The project is outlined providing details of the role of each agency. A table provides a diagrammatic overview of the project. The final section deals with the broad variety of trends in the activity of leading vocational training institutions. It is argued that the introduction of these trends into general practice would promote the independence and financial stability of all vocational training institutions. Show less
